In Cuil Theory, the Observer is the one actively experiencing the Cuil situation.

In the standard Cuil cases, the Observer is an element of the Cuil; appearing in the text as "you".

In other contexts, the Observer can best be described as the whomever is holding the Cuil in question in their consciousness.
